I have an intex metal 15 x 15 pool but the filter/pump isn’t doing what it should be

I’ve shocked, added algaecide, mineral out, checked and corrected the chlorine and Ph, rinsed and or replaced the cartridges yet the pool is NOT even close to clear. I’m now thinking that the pump/filter ( Krystal Clear Model 637)isn’t effective. Would an above ground sand filter/pump with a stronger HP work??? Thanks in advance for any and all help!
